Ministério dos Transportes lança proposta para modernizar o processo de habilitação e reduzir custos para motoristas em todo o país
O Governo Federal, por meio do Ministério dos Transportes, iniciou nesta quarta-feira (1º) uma consulta pública nacional para reformular o processo de obtenção da Carteira Nacional de Habilitação (CNH). A iniciativa tem como objetivo tornar o documento mais acessível e barato e ampliar a segurança e a inclusão no trânsito brasileiro.
A proposta, disponível na plataforma Participa + Brasil, ficará aberta por 30 dias para receber sugestões da população antes de seguir para análise do Conselho Nacional de Trânsito (Contran).
De acordo com o ministério, o novo modelo permitirá que os candidatos escolham diferentes formas de se preparar para os exames teórico e prático, com a opção de ensino presencial, ensino a distância (EAD) ou plataformas digitais da Senatran. Os exames continuam obrigatórios, mas deixa de existir a exigência de carga horária mínima de aulas práticas, o que deve reduzir em até 80% o custo total da habilitação.
Atualmente, o processo para obter a CNH pode custar até R$ 3,2 mil, valor considerado alto por grande parte da população. Segundo o governo, cerca de 20 milhões de brasileiros dirigem sem habilitação, o que reforça a necessidade de um sistema mais acessível e eficiente.
A medida também prevê a criação de mecanismos para credenciamento de instrutores autônomos pelos Detrans estaduais. Esses profissionais poderão ser capacitados por meio de cursos digitais supervisionados pela Senatran, com controle e certificação via Carteira Digital de Trânsito (CDT).
Entre as principais mudanças propostas estão:
- Fim da obrigatoriedade de 20 horas de aulas práticas;
- Estudo teórico disponível em múltiplos formatos, inclusive online;
- Contratação de instrutores autônomos credenciados;
- Simplificação de etapas burocráticas;
- Adoção de referências internacionais de formação de condutores.
A Secretaria Nacional de Trânsito (Senatran) coordenará o projeto, e o Ministério dos Transportes reforça que o objetivo é aumentar o número de condutores habilitados, reduzir a informalidade e fortalecer a segurança viária.
O ministro dos Transportes destacou que a medida “é um passo importante para democratizar o direito de dirigir e tornar o trânsito brasileiro mais seguro e inclusivo”. Segundo ele, o novo formato se inspira em modelos já aplicados em países como Estados Unidos, Canadá, Inglaterra, Japão, Paraguai e Uruguai, onde os cidadãos têm mais autonomia no processo de formação.
Para os Centros de Formação de Condutores (CFCs), o governo esclarece que o papel das autoescolas será mantido, com possibilidade de ampliar a atuação para o ensino digital e híbrido. O modelo busca equilibrar a competitividade do setor com a liberdade de escolha do candidato.
A expectativa do governo é que a consulta pública receba ampla participação da sociedade civil, gerando um texto final que simplifique o acesso à CNH, reduza custos e amplie as oportunidades de mobilidade e trabalho para milhões de brasileiros.
